ASEAN is Gearing Up to Establish an ASEAN Commission on the Protection and Promotion of the Rights of Women and Children 1 May 2009 ASEAN has achieved another milestone in its effort towards the establishment of an ASEAN commission on the protection and promotion of the rights of women and children (ACWC). At the Joint Session of the ASEAN Committee on Women (ACW) and Senior Officials Meeting on Social Welfare Development (SOMSWD) held in Manila, Philippines, on 29 May 2009, the Terms of Reference (TOR) of the Working Group that will work towards the establishment of an ASEAN commission on the protection and promotion of the rights of women and children (WG-ACWC) was adopted. With the adoption of the TOR, the WG could now start its activities to develop the TOR of the ACWC. As stipulated in the TOR, each ASEAN Member State will have two representatives as the members of the WG-ACWC, one on women's rights and another one on children's rights. The TOR sets a deadline for the submission of the final draft TOR of the ACMC for approval by ACW and SOMSWD in the first quarter of 2010.
Some ASEAN Member States are still identifying their representatives to the WG. However, to start the ball rolling, ACW and SOMSWD decided to hold the Meeting of the Interim WG-ACWC on 30 April 2009 immediately after the adoption of the TOR of the WG-ACWC. One of the major outputs of this Meeting is the commitment of ASEAN to convene a series of the WG-ACWC Meetings to deliberate on the draft TOR of the ACMC. In the process, the WG-ACMC will also conduct dialogues with relevant human rights-related ASEAN bodies and also civil society organisations. The First Meeting of the WG-ACMC is scheduled to be held in mid June 2009 in Hai Long City, Viet Nam. This will be followed by the Second Meeting scheduled in Chiang Mai, Thailand in July 2009.
